Can someone “quit” a condo association and no longer have to pay their dues?

We have a wacko in our association who has always been trouble and complains about every decision made but never participates in any discussions and when he says he’ll bring quotes for jobs, never does. Now he’s announced he’s “quitting” the condo association. I’d love to cut his unit off of water, insurance, etc, but can’t since these are all billed to our entire unit. The condo documents don’t say anything about quitting, I’m quite sure you can’t renounce membership and decide you don’t have to pay, but anyone know more about it?

he cant quit. wait until he is passed due, consult the condo declaration and have an attorney file a lien on the property. if he doesn’t pay you can foreclose. get an attorney that specializes in home owners associations and foreclosure proceedings, I own a property management co and manage several large condo complexes. I have had to foreclose on 3 people it costs about $1500 and gets them out
